Buttermilk Mustard Dressing

1/2 cup buttermilk
1/4 cup plain low-fat yogurt
2 teaspoon dijon-style mustard
1 1/2 tablespoon cucumber; peeled seeded grated
1 green onion
2 teaspoon lemon zest; grated
2 teaspoon orange zest; grated
1 dash white pepper
